The Annual Enrollment Period (AEP) begins each year on November 1st and runs until December 31th for both on-exchange (e.g. CoveredCA) and off-exchange (direct with the insurance carrier). CoveredCA offers an additional enrollment window of Jan 1st to Jan 31st for a Feb 1st effective date. There are frequently additional windows that allow people to enroll for March 1st or beyond as well.
Outside of the AEP, you may be entitled to a Special Enrollment Period (SEP) if you have recently experienced a qualifying life event (QLE). Examples of qualifying life events include the involuntary loss of creditable coverage, moving to a new state, certain changes in your income, and changes in your family size (for example, if you marry, divorce, or have a baby).
